The regulated community daily traverses the complex landscape of government oversight. Lynne C. Rhode has more than 15 years of experience helping her clients navigate federal, state, and local requirements. Ms. Rhode counsels clients in the manufacturing, development, extraction, transportation, aviation, telecommunications, utilities, and other heavily regulated industries on regulatory compliance and enforcement in multiple spaces, including consumer protection, permitting and licensure, data privacy, energy, and environmental and natural resources, and health care. She understands these ever-changing landscapes and how to efficiently and effectively distill information for business leaders.

Lynne C. Rhode is an expert in environmental and natural resources law and has represented government and business clients on such things as permitting, due diligence, compliance, remediation, and enforcement issues. Prior to relocating to Jacksonville, Ms. Rhode served as Senior Assistant Attorney General and Section Chief of the Environmental and Natural Resources Division of the Virginia Attorney General’s Office, representing the environmental health, environmental, and natural resources agencies of the Commonwealth and providing counsel regarding air; water and wetlands; waste; renewable energy; animal law; and marine, mining, timber, and other natural resource issues. She also has many years of experience representing individual, governmental and institutional clients in land use, zoning, and riparian rights matters.

Lynne C. Rhode additionally practices community associations, corporate and commercial contracts law. She represents associations and management companies on a wide variety of issues impacting regulated communities. She also represents clients across industries in business acquisitions, dispositions and mergers, as well as providing ongoing counseling regarding business formation, corporate governance, contract law, and ancillary legal issues. She has received multiple accolades from publications such as Virginia Super Lawyers and Chambers USA and is a multiyear recipient of Best Lawyers in America.

Lynne C. Rhode was a Morehead Scholar, a North Carolina Leadership Fellow, and Phi Beta Kappa at the University of North Carolina at Chapel Hill, where she studied Economics and received the Best Thesis in Economics award for her paper entitled, “Socially Responsible Investment; Valuing Corporate Management.” She attended law school in Charlottesville, Virginia at the University of Virginia and was Editor-In-Chief of the law school publication, “The Virginia Eagle.” She received her Master’s of Science degree in Regulation from the London School of Economics.

Lynne C. Rhode currently resides in Ponte Vedra Beach with her husband, Bryan, and their two children. She is active in dog and cat rescue and enjoys traveling, horseback riding, running, and scuba diving. A lifelong soccer player, Lynne C. Rhode still plays and coaches.

  • Representative Matters

    Regulatory Compliance

    • Assisted in the brownfields redevelopment of a former industrial site with metals and petroleum soil and groundwater contamination. Worked with state and local government agency officials to obtain necessary remediation approvals, counseled on insurance coverage and risk mitigation, and advised on ultimate sale of property and associated transaction documents.
    • Counseled higher education facility on the licensure of a new student health center and associated risk mitigation and ongoing compliance procedures.
    • Handled the sale, partial divestiture, and leasing of multiple aircraft in a small corporate fleet in compliance with all federal and state regulations.
    • Counseled health care industry client on risk mitigation and compliance associated with the donation and transfer of human tissue in Florida.
    • Assisted residential real estate developer with development of a large parcel of land in Florida with wetland, munitions, and endangered species considerations requiring assessment and mitigation.
    • Represented waste management company in contested siting of landfill before zoning appeals board.
    • Represented manufacturer in securing conditional use permit for siting and construction of a new facility.

    Corporate

    • Counseled on the formation and management of multiple small and medium sized Florida businesses, including: drafting of all associated formation documents and subsequent amendments; registrations, notifications, and disclosures; permitting; insurance and risk mitigation considerations; policy and procedure documents; and governance.
    • Drafted and reviewed numerous contract documents, including: supply agreements; AIA contracts; services contracts; employment contracts; aircraft sale and lease contracts; and non-disclosure agreements.
